CAREER MEDICAL OFFICERS (CMO's)
PUBLIC HOSPITALS / AREA HEALTH SERVICES
On 13 January, 1988 the Health Administration Corporation issued Circular Number 88/8 , which included a copy of the Determination by the Corporation in relation to the salaries, terms and conditions of employment for Career Medical Officers.
Circular 88/8 outlined the conditions which were to apply to Career Medical Officer positions, in respect to the establishment, grading of such positions and appointment of individuals as Career Medical Officers.
As indicated in that Circular, the Department intended to monitor the implementation of the introduction and establishment of Career Medical Officer positions.
Generally, there has been a positive response to the introduction to the Career Medical Officer classification, as this has enabled:
- the development of a career path in the public hospital system for non-specialist doctors and increased retention rates of hospital medical officers;
- improved middle grade medical staffing in peripheral hospitals not included in the secondment networks;
- improved staffing of some departments where there had previously been deficiencies;
- the service needs of the hospital to be more easily met;
- individuals to undertake more clinical responsibilities and require less supervision.
Not withstanding the above, certain inequities and anomalies have arisen and, to overcome these problems, the Department has determined a set of criteria, to be used for -
(i) determining grades of positions
(ii) the appointment of individuals to a particular level.
You are reminded that it is necessary to refer proposals for the establishment of CMO positions and for the conversion of existing RMO positions to the Human Resources Division for consideration.

for patient care and has supervisory role. *Hospital A & E role delineation - Level 4 and above |

At least three (3) years post graduate experience. |

At least five (5) years relevant post graduate experience. |

At least seven (7) years relevant post graduate experience. Relevant post graduate qualifications. |
It is important to remember that whilst the criteria outlined above in respect to determining grading for positions and the requirements for individuals to be appointed should be adhered to, the Corporation is cognizant that there may be instances where this is not possible. In these cases the Area Health Services/Hospitals should refer such cases to the Human Resources Division for individual consideration and continue to refer all requests for the establishment of Career medical Officer positions and regrading to the Human Resources Division.
